My 12 year old son wants his belly button pierced?

My son Yamaha told me that he wants his belly button pierced with a dragonfly tattoo on his lower back. He also says he wants to wear shirts that bare his midsection. I don't know if it's a good idea, but I think it might just be what makes him happier. How should I handle this? Please help.
