Criticism on a scene from my novel?

I liked everything but the last sentence. Amelia is some type of top spy and the best she can do is ask the passersby? How about using sniffer dogs or something? I'm going to assume that somewhere in this story you have a reason that the captain can cause somuch harm and still keep his job. Perhaps he's subcontracted and not part of the agency. You will also need to have Amelia face some kind of consequences for having her covered blown. After all, Pervoi just bellowed "You're a spy!" all over the docks.
