What kind of bug is this? It had large jaws and wings?

It basically looked like a cross between an antlion larvae and full grown cicada. I thought maybe it was a grown antlion but I looked it up and it doesn't have big jaws. It looks more like a dragonfly. So what on Earth IS it?
